The problem here is that the DNS for the topology file incorrect. Change the addr value in the testnet-topology.json from "relays-new.cardano-testnet.iohk.io" to "relays-new.cardano-testnet.iohkdev.io" - the difference being 'iohkdev' instead of 'io...
